As for the second document: The mayor of Zeil am Main at the time was Josef Ehrle. He held that office from November 1937 to 16 May 1938.

Don't know about the other one and I can't quite make out the name. However, notice that it is signed "I.A." = "Im Auftrag", so it is not the mayor's signature anyway, but that of someone who signed it on his behalf (surely the registrar).
I'm afraid there is no such a thing as a "one-stop" source for all past mayors from all municipalities. In the case of cities and larger towns, such information can often simply be found in the respective Wikipedia articles (as with Zeil); the websites of the municipalities themselves often have historical information with such data, too.

Had been looking in Wikipedia but in english and doesn't have half the info amount the german one has (should have looked for it in german and woud have seen the mayors name... sorry)
As to the Ersingen one, as you very well noticed, it was not signed by the Burgermeister so I'll not search any further
